In reality, all cities have unlimited and ever-expanding potential to improve.

I'd almost like to say Detroit, as it seems they reached their potential decades ago... but have now reversed themselves into the exact opposite state due to exhausting themselves. Hopefully some, if any, of Detroit's potential can be renewed soon.

All cities reach one day their full potential. In Europe all cities have reached their full potentiel (Paris, London, Rome ...)
They can improve but basically yeah they will remain the same with some better things here and there.
The city with the greatest potential in America (not reached) is Los Angeles IMO. So much potential, yet the city is so young and has a LOT of work to do before reaching only 50% of its potential.
