This list could easily be interchangeable with best cities for young people. Hipsterdom and hipster cities are all the rage right now. With the exception of San Juan, don't know how that made the list.
New Orleans has really become one of the de facto hipster cities of America. You can't go anywhere anymore without hearing new transplants discussing their non-profit work, Teach for America, or "how New Orleans is like way better than the suburb they come from"

As for Portland ME beating out Austin - it's a much smaller city - this report is probably based on percentages. Besides - who knows how many east coast hipsters couldn't afford a bus ticket to Portland OR and tried for the next best thing. It is a Portland, after all.
I didn't see a single hipster in San Juan. New Orleans has quite a few hipsters and street kids though. I'm not sure if it's #4, but it's up there these days.
