I still think the total sum has to have some of an influence. 6% of Los Angeles' Hispanic population is much larger number of people than 7% of Houston's.
Yeah, but that 7% makes a larger impact in Houston due to the smaller population. Really, I think we're just splitting hairs arguing the diversity between LA and Houston. I'd put LA above Houston, but I'd also accept them as equal.

Why is that?

Where?

If we're talking about percentages, why would the smaller population have the bigger impact?

LA's Latino population is about the same as the south-western cities of the USA. They get alot of Mexicans and some Salvadoreans and Guatemalans, and not much else. The difference being that those SW cities also have an old-stock Tejano population unlike LA.

Zoe Saldana is classified as Hispanic, as opposed to Afro-Hisapnic. If you say she's Black, you will be corrected. Hispanic is more racial, while Latino is more cultural or language related it seems. Latino=Latin derived.
Hispanic is NOT racial at all. Hispanic simply means coming from Spanish speaking places. Latino is a more broad term but it's used interchangeably with Hispanic to mean the same thing in the USA. In the USA it's simply a catch all term for Spanish speakers.

Have you ever travelled to or been to Haiti before? French IS the official language of Haiti. Most Haitians do speak or at least understand French. Haitian French Creole is a French based Creole languages derived from and based heavily on French. Haiti is a Latin country. It's actually the first Latin American country. The term and concept of Latin Americana comes from Napoleon and the French.

Would you consider Canada to be Latino or Latin since French is an official language there and is widely spoken?

I'd say people typically include Brazilian in the definition as well, though it is used primarily to refer to Hispanics. It's a tricky identifier because some Latin Americans, particularly those of Amerindian origin, get offended at the term "Hispanic." I think in the U.S. some started using "Latino" as a "safer" term, but it gets more complicated.
