I would say its more of a western Oklahoma City than a Nashville. Nashville is included in the sunbelt boom along with Charlotte, Raleigh, and Atlanta.
Nashville is a better and more interesting city (no doubt about it) but Bakersfield seems to have a few aces of it's own I suppose. Mount Whitney and Yosemite are relatively close and so is that mega monster called Los Angeles. Desert scenery on the outskirts can be beautiful too.
As for actual cities, Nashville seems hella cool. One of my top destinations next time I go out searching for a new place to see altogether in the United States.

Bakersfield has a pretty strong culture of country music for California, but is it really the center of Country music? I know there's Merle Haggard, though, so big points for that.
I would give Nashville or Branson, Missouri that title.

Bakersfield did have its own distinct sound, but it was never the center of country music (or possibly the center of anything).
I haven't really enjoyed Bakersfield all that much. Not bad, but can't really see much that's great about it save for getting out of Bakersfield to get elsewhere. Nashville, on the other hand, I find really appealing.
The fact that Bakersfield has to be called the anything of the West...especially the Nashville of the West would suggest that Nashville is superior.
