The answer for me is Austin, NOLA will still have swamp culture even at 6 million.
What swamp culture do you speak of? Like we walk gators and have them as pets. You sound foolish. New Orleans isn't that way...stop going off what you think you know about from watching swamp people....that stuff is wayyy in different parishes away from new orleans

The POH supports 1M jobs in Texas, I don't see why the busiest domestic port can't do the same
Manufacturing sector here accounts for 1/2 a million jobs.
Tourism, services and Health care can easily make up another million jobs.
There you go. 2.5 million jobs can support a metro of 6m
I would think that competition with Houston would definitely be a limiting factor in this sort of growth though, especially with regard to the port and healthcare.
Also at our population height, new orleans had over 650, 000 residents within the city limits...with a better economy we are having, attaining at least that within the city limits is possible.

The Port System over the is already bigger than Houston.

In theory, but household sizes are much smaller these days. This would likely have to be achieved with more housing units.

No, Houston sees the most ship movements and had the most foreign export tonnage, but South LA carries the most tonnage overall. The cheapest way to ferry goods from the heart of the country for export is down the Mississippi. That is why St Louis, Memphis and New Orleans make excellent logistics sites.

Well perhaps the Panama Canal expansion will result in more traffic for NOLA's port. That would certainly be an impetus to have more manufacturing come to the region.
I just don't think it is desirable for NO to grow that large - you have to have good subsoil for tall buildings. Plus think of the evacuation nightmares multiplied by 10.
I'll vote for Memphis and here's why. In order for Memphis to grow that large it would have had to solve its current problems. That's not impossible to envision. Transplants, by their very nature, have enough get up and go to get up and move. That would help shake things up.
I get the point of cities outgrowing their historic core. Raleigh did that years ago and Nashville and Austin are doing it now. Memphis has great historic buildings and urban fabric. After all it was the largest of these 100 years ago excepting New Orleans. Also doesn't have competition from nearby large neighbors.

Yes, a number of Gulf Coast and SE Coast ports are anticipating major booms. In Raw Numbers NOLA abd Houston should see the biggest increases.
