Baltimore is not more urban than DC. DC has more of a variety of rowhouses than Baltimore. You can find Baltimore type rowhouses that come right up to the curb in Capitol Hill, Gtown, etc... Philly styled rowhouses are all over Petworth.
Honestly Baltimore and Washington should be a MSA instead of a CSA. Both cities have their own identity, sports teams, news stations, etc but they do sure a few things and they are more connected than ever now. I see plenty of Baltimore people in the DC area and vice versa.

If going by building density, Baltimore is definitely more urban than DC.
That tiny space Baltimore calls a downtown is pathetic. Are you kidding me? The Arlington is more impressive than downtown Baltimore. Downtown Baltimore is empty. Have you ever been to Baltimore?
And as for your list, you are the only person on this forum that would have Baltimore in their top 8 much less top 4. LOL................................
