Which one looks more urban to you?
I defend DC's urbanity a lot, but Baltimore has features that DC doesn't and never will acquire.

To me its like this:

1. NYC
2. Chicago/Philly
3. SF/Boston
4. Baltimore
5. D.C.

Baltimore is not more urban than DC. DC has more of a variety of rowhouses than Baltimore. You can find Baltimore type rowhouses that come right up to the curb in Capitol Hill, Gtown, etc... Philly styled rowhouses are all over Petworth.

Honestly, they should stay separate. Forever

If going by building density, Baltimore is definitely more urban than DC.

DC is too small and their buildings are too big.

That tiny space Baltimore calls a downtown is pathetic. Are you kidding me? The Arlington is more impressive than downtown Baltimore. Downtown Baltimore is empty. Have you ever been to Baltimore?

And as for your list, you are the only person on this forum that would have Baltimore in their top 8 much less top 4. LOL................................

Is Boston more of a rowhouse city or a triple decker city?
