You do realize the size differences? Clearly all of DC proper can more then then fit into just Chicago's North side.

D.C. - has a total area of 68.3 square miles, of which 61.4 square miles is land and 6.9 square miles of water.

Chicago - has an area of 227.63 square miles, including 26 miles of lakefront land and 15 miles of beaches.

Yup....the black population keeps dropping every year. A few years ago Hispanics became the largest minority group in Chicago, and the gap keeps getting bigger. It is pretty shocking.
