Let's start with Tampa (since I've never been)

Does it feel like the late 1990's or the 21st century

Stockton, CA

People riding in low riders, south Stockton is one of the most poverty ridden areas u will ever see, one of the highest murder rates in the country, the city is bankrupt which has put any type of city improvement on hold. Walk through the city at night and u won't believe how many people are out cooking meth, and just doing some straight up shady stuff. With the exception of some nice neighborhoods on the north side, Stockton is one big gutter.
