All Census data is based on estimates. So you either rely on all of it or none of it. What's it gonna be? You can't have it both ways.
The bottom line is that Atlanta's West Indian population is rapidly increasing, which is consistent with the fact its general population is rapidly increasing, and also consistent with the fact that its
black population is still rapidly increasing. As West Indians continue to leave NYC (which is happening) and head towards warmer destinations (excludes Boston), the West Indian population down there will outpace Boston's rather easily. And the Census numbers show this. An increase of more than 30,000 in 7 years is simply astounding.
So yeah, I'd say it's safe to shift Boston to fourth behind NYC, Miami and Atlanta. Demographic trends are not in its favor.
