There are upsides and downsides to using the 1-year, 3-year, and 5-year estimates. I tend to use the 5-year estimates because the sample sizes are larger thereby making the results more reliable.

At the end of the day, the difference between the two is not large (for now). But the difference between Atlanta and Boston is that the West Indian population in the former is growing at a significantly faster rate. The trend clearly favors Atlanta. Here are their respective West Indian populations in 2007.

Atlanta - 73,070
Boston - 91,232

In a mere 7 years, Atlanta has powered right past Boston. And it will continue to pull away from Boston, DC and Philly as West Indians continue to migrate from NYC and also from Florida. Sorry.
Estimated. It is estimated to power by Boston. The Census estimate abruptly had Boston lose 10,000 West Indian residents between 2013-2017. That's not that reliable. Especially considering that Boston is not losing population now. Since it is a 5-Year estimate from 2012, that would mean in 2014 we are not at the point where Atlanta "powers" past Boston. So I'll later (maybe). The trend does favor Atlanta though.

All Census data is based on estimates. So you either rely on all of it or none of it. What's it gonna be? You can't have it both ways.

The bottom line is that Atlanta's West Indian population is rapidly increasing, which is consistent with the fact its general population is rapidly increasing, and also consistent with the fact that its black population is still rapidly increasing. As West Indians continue to leave NYC (which is happening) and head towards warmer destinations (excludes Boston), the West Indian population down there will outpace Boston's rather easily. And the Census numbers show this. An increase of more than 30,000 in 7 years is simply astounding.

So yeah, I'd say it's safe to shift Boston to fourth behind NYC, Miami and Atlanta. Demographic trends are not in its favor.
