Iowa City, IA (MSA 152k) (and it has Chipotle AND Panchero's!)
Ithaca, NY (MSA 101k)
Lawrence, KS (MSA 112k)

Lots of great options in New England as well - only problem is they blur the line between "small city" and "bustling suburb" thanks to New York's and Boston's urban sprawl.
Of course, how silly of us to list the bustling, urban metropolis' of Greenville SC and Asheville NC. Now excuse me while I hop on my magical subway to the burrough of Simpsonville. Gotta be quick...the A train can be hectic this time of day.

How about Burlington, VT, Saratoga Springs, NY, or Ithaca, NY?

What are you even talking about...? OP asked specifically for cities between 90k and 150k. It takes 30 seconds to go to the Wikipedia List of Metropolitan Statistical Areas page and find the population of the city you're thinking of.

You also have this small city minutes from the Adirondacks and it has its own freshwater beach(free to city residents) on Lake Champlain: City of Plattsburgh

It also has 2 year and 4 year SUNY campuses and is about an hour or so south of Montreal.

The two nicest small cities I've visited are Burlington, VT and Chattanooga TN. Both charming places.

I haven't been to Asheville yet, but I do want to check it out.
