Chain restaurants only really thrive in touristy areas, or where the competition is weak (i.e. Chipotle vs. Manhattan Mexican). NYC is still very much mom and pop (i.e. bodega).
Now, if you want to argue overpriced, that's something L.A. doesn't trump NYC in. Both are expensive to live and thrive in--there's no play here. It's really the kettle calling the pot black. As far as overrated, that's entirely subjective...

Both are expensive but NYC far more so, and you get less for your money. Heck, after NYC, San Francisco Bay Area and Honolulu are STILL more pricey than LA.
