True. Boston is another place that comes to mind. 23% isn't extraordinarily high, but I don't think many people even realize it's that high. It's a pretty diverse black population with a Haitian community too, I've heard.
What about the larger Connecticut cities like Bridgeport (33%), Hartford (34%), and New Haven (36%)? Isn't CT seen as vanilla suburbia, even among nearby blacks in NYC and Northern NJ? I could be wrong, but I just got the impression that's how they look at CT.
I think it depends, as you have suburbs like Bloomfield, Windsor, Hamden, Stratford, East Hartford and some others that actually have above average to predominately Black percentages. You have some others with enough Black people to know they are there, but most of those mentioned could be located in any major or Southern metro in terms of Black percentage.

Because all the black people of metro Milwaukee is in the city. It really doesn't have a large Black suburban population like DC, Atlanta, Chicago, Houston, Dallas, etc.
Where did the OP request significant black suburban populations? This is about cities, and Milwaukee has a large population that isn't recognized by the bulk of the nation, thereby being one of the most valid inclusions on this thread. People are already quite aware of places like DC, ATL and Chicago.

Well because the conversation or the thread in general went to regards of the entire metro area.
Its diverse now , many transplants moving to the area .
I'm sure it is, but the thread is in regards to cities/communities with a higher Black population/percentage that aren't thought about or recognized on a national/larger scale.
Another smaller city in the Northeast that comes to mind is Poughkeepsie NY, which is about 34% Black. Waterbury CT at a respectable 20% Black is another one that comes to mind.
