But Dover is solidly like 20% black (might be even higher, but I'm going off the top of my head right now). Definitely slept on on the East Coast (given its size).
It is home to HBCU Delaware State University as well. Dover is 42% Black and Wilmington is 58% Black.

Thanks for the correction. 42% black definitely qualifies for unrecognized for a state capital, no matter how small (35,000 proper, 200,000 MSA rough average total pop.).

That is a good one, as it is a city with a little over 820,000 people and is about 28% Black.

Fort Wayne, Indiana Black alone - 40,442 (16.0%)
South Bend, Indiana Black alone - 26,544 (26.5%)
Aurora, Colorado Black alone - 53,493 (15.8%)
Nashville, Tennessee Black alone - 177,321 (28.5%)

I know Nashville is in the south, but with it being known for "country music" I just dont think the general population think it is as "black" as it is, at nearly 30% black and home to HBCUs like Tenn State and Fisk.

Las Vegas, if I'm not mistaken, has the highest Black percentage for any metro west of Texas at around 11%. North Las Vegas is 20% Black, which is the city with the highest Black percentage in Nevada and has about 44,000 Black residents. Las Vegas has around 65,000 Black residents and is about 11% Black.
