Both cities seem to be similar, in terms that they're both hot & muggy, known for their nightlife and festivals (Mardi Gras and Carnival), and good food. So which is better?

Criteria:
Weather
Shopping
Nightlife/Festivals
Food
Scenery (NOLA's swamps vs Rio's beaches)
People/friendliness
Public transit/walkability

Well this isn't a very good comparison. I mean Rio is a city with metro of like what 12 million, and NOLA of like 2 million. They aren't even in the same leagues. Anyway:

Weather: Rio. Both get really hot in their hot seasons, but Rio's is more bearable and escapable. You get sea breezes and if you go higher in elevation it really helps. In NOLA there is no escaping the inferno summers.

Shopping: Rio by a million.

Nightlife/Festivals: Rio by far. While Rio's nightlife isn't actually as great as most people would think, it is definitely a lot more varied and diverse than NOLA. Carnval demolishes Mardi Gras.

Food: Rio. Brazilian food is good and again better diversity of food.

Scenery: RIO. By far and away. Are we really comparing NOLA's swamps to Rio's beaches and mountains?! I mean have you seen Rio? It's scenery is what heaven must look like.

People/Friendliness: NOLA. People are more humble and down to earth there. Much friendlier.

Public Transit/Walkabitliy: Rio by far.

Very unfair comparison.

Sure it punches above it's weight, but nowhere near Rio though. This is like comparing Madison Wisconsin to Chicago or comparing Oakland to LA. Sorry these two cities are just nowhere near each other.

I am sorry it can't compete against any city. NOLA is unique and offers great tourism but it is not a world class city and really can't compete with the cities in that group.

There are a handful of cities in the world that can compete with Rio, and I don't feel that New Orleans is one of them.

Bigger doesn't always mean better. China and India have bigger populations than the USA, but the quality of life and cities there are nowhere near as good as ours.

Both cities are culturally rich and offer their uniqueness in the respective countries. I like New Orleans but Rio De Janeiro is in a completely different league when it comes to what each city has to offer. Rio De Janeiro is equivalent to being the "Los Angeles version of Brazil" and is in some ways even more of an internationally city than even Brazil's largest city Sao Paulo. Overall I don't think this is a very fair comparison.
