I understand the reasoning for the states, islands, and Mexico but what is going on or what goes on in Russia?

Russia is a pretty messed up country. Communism screwed it up economically pretty bad, and its still pretty bad in a lot of places. There is a lot of corruption in government, a lot of organized crime, a lot of poverty.

What's misleading also (that may not be the right word) is that in many states, PA and MD to name two, the murder rate for the entire state is skewed because of one or two high rate areas (Pittsburgh and Philadelphia for PA, Baltimore and one of the DC suburbs for MD).

Well that's probably true for most states... If you took out the metro area stats murder rates I guarantee would be lower almost across the board.

You could say that about every single state, even Alaska. I am sure the majority of murders in Alaska or a large percentage occur in Anchorage. It is part of the state, that is what happens.

Population is 106,000 so just above 50 murders. It is a fairly large amount for such a small place.
