New England seafood is incredibly overrated. Yes, it's fresh, but for a seafood is available just about anywhere on the coast. New Englanders pride themselves on how little seasoning they add to their seafood. Lobster rolls are great, everything else is pedestrian. I'd have to go with the Gulf Coast or Chesapeake Bay for cuisine, and Pacific Northwest for supply.
Seattle has the best quality and range. Everything from incredible "fast-food style" fish and chips and blackened salmon sandwiches to shellfish/raw bars to larger family-oriented establishments with nice views to high-end haute seafood restaurants doing really innovative things.
The freshness and quality of the supply of fish, crab, oysters, etc., combined with the quality of the preparation and chefs, the range of styles and dishes, the seafood available in markets, and the local character intertwined with all of it - Seattle wins this one.
