I saw a similar thread and thought I would make one for smaller MSA's rather than the really big ones. I think it would be cool to know what cool things are going on in these cities. Also as a second question which do you think has the best chance of becoming a world class city?

All of them could. There's all kinds of things going on in New Orleans. Canal St is becoming a shopping corridor again, so much infill in the CBD, Mid-City, Lower 9th, and Lower Garden District. The LSU-VA Hospital Complex is the largest of it's type, in the world, currently under construction. Charter schools are making a big impact on New Orleans, education has always been a huge problem. Crime is dropping, although murders remain high in bad areas.
The thing about New Orleans is the draw, most other cities on the list lack this quality. People come from all over the world to see the city, and as it improves itself tenfold, more people will want to stay. Residential projects include 1031 Canal-new construction, the South Market District and The Paramount-new construction taking up a city block, 1100 Tulane, 100 Elk 17-story complete renovation, 1501 Canal, 225 Baronne, Kalias Towers, 425 Notre Dame, World Trade Center will also be put back into commerce as a mixed0used building.

I think it would depend based off of which type of projects you are considering. I would imagine Minneapolis (in the city) has the most "urban" development going on, even if it's not all coming as skyscrapers. Austin is in the midst of a skyscraper boom also. Nashville, Charlotte, and Austin (in city limits) likely have the most single family housing construction, due to the fact that the cities cover far more area at much lower densities, meaning they have the room to do it. As far as infrastructure is concerned, all are likely building or planning to build freeways somewhere in their respective metro areas. Minneapolis is really the only one making a noticeable effort at funding transit expansion (light rail extensions). Of course, you have to consider that Minneapolis and New Orleans have better bones than the other cities do. New Orleans has much more decay than the other cities due to a variety of factors, so I would imagine there's quite a bit of rehab and retrofit type projects going on with existing structures there.

Minneapolis is the odd man out in this comparison though, seeing as how it's much larger than the other cities. Realistically, none are going to be across the board "world class" anytime soon. If I had to pick, though, Minneapolis is probably closest when you look at the whole picture, not just certain aspects like the music industry in Nashville or the tourist industry in New Orleans.

Minneapolis: 3,422,264
Charlotte: 2,296,569
Nashville: 1,726,693
Austin: 1,834,303
New Orleans: 1,227,096

Why is Minneapolis grouped with these cities? It is 2.2 million people larger than New Orleans, 1.2 million larger than Charlotte... it is in a whole different level of cities... with Seattle, and above Denver, St. Louis, etc.

I also found it odd to group Minneapolis in with these other cities.
