I'll say again that I don't know a lot about Detroit. But, from what I've seen in articles and photos, Detroit's best neighborhoods have more grandeur than Youngstown's best. (scale plays a factor here) But, on the flip side, Detroit's worst areas are far worse than anything I've seen in Youngstown.
If you're really interested, both cities are pretty well covered by Google street view. So, for the comparison you're asking for, you can take a virtual road trip, and see for yourself.
