No I don't think it's that easy. I do think that lots of cities could have done it, Los Angeles included.

I don't. If America's 4th largest city is already stretching its resources to the limit just imagine the confusion & chaos it would have caused in densely packed LA, Chicago, or NYC. They couldn't do it, sorry. None of those cities even offered assistance when it was needed the most.

Houston is also the closest large city. Would Houston offer the same help if a disaster happened in Oakland or San Diego? Be honest.

Yes, whenever there is a natural disaster anywhere in the world there will be major relief efforts mounted in Houston. In this regard Houston is a very generous and caring city.
