I like browsing these forums to learn more about cities I've never been to. One thing that seems universal is that with every city of, oh, 100,000 or more, the forums are full of warnings that (City) Public Schools are horrible, you'll have to move out to the boonies if you have kids! (excepting one or two magnet schools, or neighborhood schools in the wealthiest areas).
Is there such a thing anymore as an American city where the public schools are mostly good, or decent, or at least not terrible?
Let's limit it to cities over 100,000, and no suburban county systems please.
Plenty of large cities have some great schools within their city limits. Its really uninformed to paint a broad brush over every school in every big city.
Minneapolis has a few good schools within the city limits along with some big duds. All of the surrounding schools are among the best in the country, though.

^^This. And as a corollary, thre are some godawful schools all over America in rural and working class areas -- city, suburban, and rural. Household income is a more general indicator, though for sure its not 100%. But affluent neighborhoods usually have good schools, whether they're in a big city or not.
over 100k? There are quite a few... not going to try to do an exhaustive list. I haven't even checked but I'm sure Madison, WI is good.
