Saying the IE and OC aren't part of Greater LA is like saying only SF and East Bay are the Bay Area while San Mateo and Santa Clara counties are a different region. Everyone knows they're all part of the Bay Area. Or that NYC is just Manhattan, Brooklyn, and the Bronx, but Queens, Staten Island, LI, Westchester, and North Jersey aren't. Or Ft. Laudy isn't part of Miami. St. Pete isn't part of Tampa. Bellevue and Tacoma aren't Seattle. Tempe isn't Phoenix.
A New Yorker, a San Franciscan, and a Los Angeleno walk into a bar. The bartender asks the New Yorker, "Why do people from New York always brag that they live in the world's greatest city?" To which the New Yorker replied, "Cuz it is, and dontcha fuhget it!!!" Next, the bartender turns to the San Franciscan and asks, "Why do people from San Francisco always brag that they live in the world's greatest city?" To which the San Franciscan replied, "Because L.A. sucks!!!" Finally, the bartender turns to the Angeleno and asks, "Why do people in Los Angeles always brag that they live in the world's greatest city?" The Angeleno looks the bartender in the eyes, smiles, and says "We don't need to brag."

Exactly, I consider the Bay Area to be all of San Francisco, San Mateo, Santa Clara, Alameda, Contra Costa, Solano, Napa, Sonoma and Marin counties, and the southern half of San Joaquin county (Stockton, Lathrop, Tracy and Manteca); and I consider Greater Los Angeles to be all of Orange county, Los Angeles county south of CA 138, Ventura county south of CA 126 and east of CA 33, San Bernardino county southwest of the mountains, as well as Victorville, Hesperia and Adelanto, and finally Riverside county from Banning westward

Except for the minor detail that this entire tread was started by an Angeleno bragging about LA and trying to put down SF.

The punchline makes no sense structurally (and I know this is relative, but it wasn't funny either) :/
Maybe it's because I'm reading it instead of hearing it but I don't really see how answering that specific question with "we don't need to brag" would be humorous in any setting/medium. I'm coming off more negative than I intend to
