Lol to the people who voted for NYC, they've never had a Wisconsin winter. Twas -50 in Madison with the windchill two weeks ago.

I would think either Minneapolis or Chicago. They both have very extreme winters, yet both have a lot going on and the speed of the city keeps chugging along without people freaking out "but it's cold outside" "what if it snows".
