I think it's had to judge better economic futures. All these cities are doing well. Atlanta and Dallas have many options for jobs, Seattle has very low unemployment, Boston is maintaining good growth. All these cities specialize in different industries and have vastly different workforces. I don't think you can forcast the future for these cities.
Add to the fact that a certain level of unemployment is standard. Generally speaking, everyone who wants a job in these metros is working or can easily find work if they desired to. Unemployment will exist naturally with people collecting benefits, who are in school, stay-at-home parents, etc.
