quality of life - El Paso
nightlife - Memphis
culture - Tied. Both not good.
shopping - El Paso. Easy access to shopping in Mexico.
dining - Tied - Memphis has BBQ and fast food. El Paso has great Mexican and fast food
weather - El Paso
scenery - El Paso
activities - I don't know.
economy - El Paso

Looks like El Paso in a landslide.

El Paso has some things going for it (a mountain), but the desert is not for me, and I also happen to be fond of Memphis, so this is a pretty easy choice.

I'll take El Paso. The economy is improving out there. Las Cruces is just up the road if I what to go skiing, and I'm fond of the desert climate.
