Coming from someone who has been up and down the coast (and lived in Savannah), the quality generally gets better from Myrtle on up and from Jacksonville, Florida on down.
Water is generally very murky and sand brown-ish from Georgetown, SC to Amelia Island, FL. Also, due to the curved coastline, wave activity can be quite flat, especially on the Georgia coast.

To those who don't care about water or sand quality and prefer relatively quieter beaches, you'd have a different opinion.

Anyway, my ranking is as follows:
Savannah (I'm bias), Charleston, Wilmington.

It was hard to choose the #2 spot because I like Wilmington about as much as Charleston. The deciding factor was size.
