Charleston does ooze Southern Charm but Savannah matches it in every Southern way, except for the slew of folks dressed to the nines.

Savanah is much more simple.

May not be as big on tourist attractions but why not mention Wilmington NC or Richmond VA?

I think it's because NOLA, Charleston, and Savannah are all cut from similar cloths. A second trio might be St. Augustine, Mobile, and Galveston.

They are all great to visit, but NOLA is the only one I would want to live in. I like cities, Savannah and Charleston are charming, but too small. YMMV.
