Based on my research of both areas, I'll just have to respectfully disagree. Even so, this isn't meant to be real estate p*ssing match that it's turned out as. The bottom line is both areas have very desirable suburbs--we don't need to compare stratospheric prices on gargantuan homes to prove this.
Just for some perspective, as of 2014 Q2, based on data from the National Association of Realtors, here are the median sales prices in both metro areas:
Chicago: $218,000
Philadelphia: $227,200
On the whole, both areas have very comparable housing costs/sales that are only slightly above the national average (and, I might add, are very balanced with relatively high median incomes, lending to widespread affordability):
