Some photos I took in Minneapolis a few weeks ago. We had sun showers right at sunset so the colors were lighting up all the raindrops and mist. The sun was not actually out but the colors from the sunset bled through the thin cloud cover. The lighting was pretty intensely surreal, there is almost no color adjustment to these photos. These shots are in chronological order so they show the color shift over time:
When SF has a clear sky, the sunset is pretty. But so often, it is very foggy. SO that first pic posted above with the sunset of the fog proves what I've come to believe--most of the time you probably can't even see the sunset, so it should be disqualified from the choices.

The other cities have to contend with smog/cloud cover, however, so I find it a fair comparison. I'm personally partial to New York City, and NYC has a ton of rainy/cloudy/smoggy mornings.
I'll take Seattle on this one. As a recent transplant from CO (and before that NC and FL) I've lived in places with dramatic sunsets over mountains and ocean), but this place has both and when the weather is actually sunny- like it has been for the last 7+ days- I'm not sure the scenery or the sunsets can be beat. Fleeting light over the Olympics and Puget Sound makes for an amazing sight.
...on the rare occasion that you actually see the sun in Seattle, that IS pretty.
It seems like people aren't giving LA enough credit here.
