I've been to Seoul. If you want a city similar to Seoul in urban density/amenities/nightlife, go for NYC. You don't need a car here either.

It just means its a developed primary city in the country. London has negative domestic migration as well, so do most other places with high quality and cost of living. This is just how cities are. Its supply and demand, the real estate prices go so high due to the amount of demand that eventually people have to leave. If you could get a large apt. for $500 a month in the middle of Manhattan like a million people would move in by the end of the week...
If you want something similar to a Madison type city, try Santa Monica or Pasadena. Both are semi suburban with nice, vibrant walkable cores (SMS being slightly larger). They both have good transit and are two of the most walkable parts of LA. No you don't get that NYC/seoul vibe but you wan easily live without a car in these two areas, especially for a short time period.
