Do you make a difference between 45 sunny and 3 sunny? I wouldn't spend time outside if it's below 25 no matter how sunny it is.
Hahaha yea seriously. It's funny to see people in artic climates brag about the sun. It is like people in Vegas talking about dry heat when it is 1000 degrees outside
I think the question is a bit misleading in that I wouldn't call Minneapolis winters "sunny." Perhaps moreso than Seattle, but we are still a relatively gray state.
Wouldn't it depend on your personal definition of a good winter? To me a good winter includes cold and snow, and yes, sun. I would pick Minneapolis over Seattle, although Minn has a bit more cold than I'd want, Seattle's winter is absolutely nothing I would want.

I couldn't agree more! Unfortunately I live in a place that's as cold as Minneapolis and almost as cloudy as Seattle. So I only leave the house for work for 6 months out of the year.
really 45 is t-shirt weather and Minnesotan's don't put on long pants until about 10 degrees, it's just not cold to them. That's why it's always Minnesotans that make those treks to the North and South Poles, tough nuts like Ralph Plaisted, Will Steger and Ann Bancroft...it's not a coincidence that they're all Minnesotans. Hell, more than likely they went up there to cool off for a spell and get a nice suntan. The rest of us would do that in a heartbeat but we need to make sure our sidewalks get shoveled if it ever does snow.
It's not our fault that the people from the P&W are cold blooded and crave the damp.
Let's put it this way. January generally sucks the most in Seattle. December and February are generally pretty dreary overall as well. Every other month is generally not very dreary. That is all.
That is not consistent with what my friends in Seattle have said. But thank you for your input.
Just looking at the C-D stats:
% Sunshine by month
January = Seattle 20%, US AVG 50%
February = Seattle 32%, US AVG 55%
March = Seattle 38%, US AVG 60%
April = Seattle 40%, US AVG 62%
May = Seattle 40%, US AVG 65%
June = Seattle 40%, US AVG 68%
July = Seattle 50%, US AVG 70%
August = 50/70
September = 50/67
October = 35/65
November = 25/55
December = 20/50
So October through March Seattle looks pretty dreary. I'd still rather be there that MPLS in the winter though.

July and August don't see 50% of sunshine. It's sunny almost every day, very similar to what you see in California. The US sunshine stats are a complete joke because the US doesn't officially record sunshine hours and everyone makes their own charts.
Seattle from November through March averages 31.4% of possible sunshine, an average temp in the low to mid 40s F, 24.7 inches of precip (6.8 inches of snow), and 86 days of precip on average.
Minny from November through March averages 51.2% of possible sunshine, an average temp in the mid 20s F, 6.5 inches of precip (51.4 inches of snow), and 44 days of precip on average.
The only pro in my opinion to Seattle is the milder weather...everything else is depressing. When it gets really cold, Minneapolis has a skyway system. Even then the cold doesn't phase me...I grew up in the Chicago area and spent some time in the UP. https://en.wikipedia.org/wiki/Minneapolis_Skyway_System
