Natural Beauty: Slight edge to NH. Both have gorgeous mountainous areas and foliage, but the coastal areas put NH slightly ahead.
Outdoor Activities: Tie. They both have tons of hiking, skiing, running, etc..activities available.
Health/organic food and restaurants: Vermont. A real focus towards healthy living is present there. Plus they have a pretty great food/beer/cheese/locally sourced ingredient scene. Burlington and Waterbury punch above their weight in the culinary department. The vermont cheese trail is incredible as well.
Low crime: Tie. Both are super safe.
Friendly folks: Tie. New Englanders are not super outgoing, but friendly overall.
Economic Prosperity: New Hampshire. The closer you are to the main economic engine in New England (Boston) the better.
Clean air, very low pollution: Its close, but slight edge to Vermont. It is viewed as one of the greenest states in the country.
Swimable, boatable, clean bodies of water: Both have a good amount of fresh water areas for boating. New Hampshire has the ocean which puts it over the edge for me. Alot of nice beaches in NH as well.
Overall: I would personally favor Vermont, but enjoy visiting both states. Based on the criteria slight edge to New Hampshire.
