Unlikely. Philly always has a lower homicide count than Chicago (it's only half as populous) but it always has a higher rate. So far Chicago has 97 homicides this year so the trend continues.

You can't talk about safety and exclude murder from your calculus. Who cares about lesser violent crimes in light of the horrendous murder rate? Is there something worse than homicide in your estimation? NOLA has a much higher murder rate than all those cities the other poster listed.
In fact, the state of Louisiana not only has the highest murder rate of all 50 states but it's significantly higher than the second worst state for murder, Alabama. And it's homicide rate is more than two times(!) higher than the national average.
But yeah, New Orleans is super safe if you ignore all those pesky murders.

The overall rate is low in New Orleans, yes the murder rate is high, but in the other cities listed a person has a higher chance of being the victim of a violent crime.
Philadelphia is just following the National trend of violent crime falling, just a littler slower than other cities.
Oh I don't doubt that Philly's crime is falling, but so is Chicago's as a general trend. One city isn't making leaps and bounds over the other, and the falling crime rates are good for both.
