Sure the metro black population is smaller but if half of your population in the core is minority, then that population will influence the culture of the city more.Which is exactly the point of what many of Atlanta posters have said
Houston's city black population percentage is not lower than the metro.

Agreed. I'm pretty familiar with Phoenix, and I can attest to how diverse it is despite any maps.

The neighborhoods I know are a big mix of everyone, and everyone gets along.

Interesting.
Not only that, But DMX is a crackhead, Emmitt Smith and his family have lived in the Dallas for years after his retirement, and Charles Barkley is married to a white woman. So who are they to use as examples of why Arizona is allegedly some kind of Utopia for Black folks? plus, for the most part, celebrities are going to get better treatment than everyday black people anyway, even if they go to a state as white as North Dakota.

Its not even a major difference.17% metro vs23%city.Its not enough to overwhem the inflence the culture and history of the city as it does in Atlanta.

While I don't think that the Black population of Metro Atlanta has grown that much either, this statement is just as untrue. Most of the growth of the African-American population (and all populations) in Atlanta is due to births. With an official 1.8 million Black folks that skews heavily young, it wouldn't be out of the realm of reason if 10% of that population had a baby. That would be around 150,000 new people right there.

How is it untrue? Atlanta was at 1.7 million at the census in 2010. For it to get to 2 million like somebody said it did, the black growth has to be over 200k. And to think nobody from Atlanta moved out?

I don't know why you have such a hard time accepting official census records.

And FYR, a lot of blacks move to Atlanta. It's crazy, but practically the entire city of Detroit is relocating to Atlanta. Chicago is not far behind. Not to mention births, as already pointed out.
