Some more calculations. Here are the total numbers of Black people with a Bachelor's degree or higher by neighborhood.
Brooklyn (Downtown, Ft. Greene, Clinton Hill, Bed-Stuy): 20,500
Harlem (SoHa, Hamilton Heights, Sugar Hill, Strivers, MHV, etc): 19,941
DC Core: 16,541
Chicago (South Loop/Bronzeville): 7,368
Atlanta (West End, Vine City, Downtown, Midtown): 6,515
DC (Chinatown, Shaw, Ledroit Park, Bloomingdale, Truxton, Pleasant Plains): 3,797
These calculations were done according to zip code. Zip codes are a good approximation of general neighbhorhood boundaries in some cities and less so than others. I'm not as familar with Chicago so someone may want to jump in there.

As for the West Coast, the best example is the Baldwin Hills, Ladera Heights, View Park-Windsor Hills concentration in the Los Angeles area.
The latest data shows that there are a combined 12,676 Blacks with a college degree or higher in these areas (30.5% of AA population over 25). That competes very well against DC's core though I suspect these areas are more suburban/family oriented than the more central areas of DC that are more popular among young professionals. My sense is that these areas are more comparable to a Shepherd Park in DC or Cascades in Atlanta.
The only Black club in DC that might even have a dress code nowadays is Park and I'm not even sure about that. The reason I'm not sure about that is because I wouldn't be caught dead in Park. It's a club for sophistiratchets.
Lucky Strike at Gallery Place explicitly tells patrons: "No athletic gear, solid tees, baseball caps, etc."
Sneakers can't be worn in most clubs. You can get away with it if you pay +$50 but I was mainly asking why someone would wear that to an upscale club which is exactly what they were talking about in Houston. And who goes to Bar 7? Lol...
Ever heard of LOOK, Capital, Josephine's, Bliss, Opera etc...
