Sacramento vs Tacoma (best, better, compared, versus)

As I inch ever closer to my new city (down to 4-5 options now) I wanted to check on the finer points between these two.
1. How are the people Quirky/Strange in each city? How friendly compared to each other?
2. Best for Nature & Urban living.
3. Nightlife (style?)
4. Art scene
5. COL
6. Better Downtown/near?
7. Biggest pro & con of each city?
Tac:
-Very near or on the puget sound
-smaller but part of much larger metro
-Art is the basis of the culture
-Industrial
-More expensive
Sac:
-a couple hours away from ocean
-bigger but close to bay area
-larger downtown
-nicer weather (IMO)
-cheaper
That's the only comparison I can give. Iv'e never been to Sac so I can't speak on the city's behalf but I have a few friends from there. From what I hear it's not bad but nothing too exciting, diverse population, flat, niceish weather, some cool neighborhoods. Tacoma is an artsy industrial city with a growing economy and cool unique neighborhoods. The winter weather could be much better but could also be much worse. about 50 degrees and rainy with very few sunny days.
In terms of size and scale, Tacoma sort of reminds me of a smaller Portland. Downtown Tacoma is built on a rolling bluff with a stellar view of Mt. Rainier... and a massive industrial port on the water. Downtown's view of the Port of Tacoma sort of gives downtown a gritty, steam-punk like feel to it.
I'm going to give this one to Sacramento. Tacoma is sort of Washington's underdog city that has some really nice bones to become a cool, more urbanized city. Historically speaking, Tacoma was destined to become Washington's major big city... but that's a discussion for another thread.
When I think about it again it really seems like a wait and see situation until the downtown stadium is completed. If they ever fix up downtown & the rail yards Sacramento will be a force to be reckoned with.
I really like Sacto for the bike trails, better climate, access to Yosemite, Lake Tahoe, Bay Area, and I think a nicer city. People are pretty friendly in both cities but I think the Cali nature is more open versus the natural reserve of PNW.

When the west half of the grid (downtown) gets residential and more bodies on the street post 5PM and the railyards and river district get built out it will be impossible to keep Sacramento from national recognition. Right now it's still flying under the radar which is really good imo. Lets things grow more organically than the insane growth that places like Seattle, Denver, Houston, etc. are experiencing.
The choice is between an up and coming city within a red hot metro or an up and coming metro itself. You could do a lot worse than either. Tacoma does have a fantastic setting on the Sound, insanely beautiful at times. I would miss being able to look up at the snow covered Sierra though (when the drought ends )
That's the worrisome part. What if it doesn't end?
