what other states do people commonly get confused ?
I doubt the average person knows every state capital, but this is something that is taught in schools so I would think most people would know more of them than you think. Someone has to be awfully in the dark to think that the largest city is the state capital.

A capitol is a building, among other things...like the US Capitol:

Those are the states that I don't think people would get confused. Easy to guess what their capitals are.
