Looking for a city that has less brutal summers than New Orleans, has outdoor activities, and is a LOT safer, where one can easily afford a single family detached home with a yard and economic opportunities abound.

Of all those that you listed, I'd say Boise is your best bet. Sacramento would be second. The one criteria none of these are great in is economic opportunities,
How about Nashville? It meets all the criteria well - and is seeing significant economic growth. Brevard is in a beautiful setting, but is primarily a destination for retirees, not working age households. Sacramento is only affordable by California standards, and while Boise and Reno have many strong points, they would be a major culture (and climate) shock coming from New Orleans.
