Im house shopping down here right now and its great. Definately a buyers market. The sellers are much more willing to work with a potential buyer. Compare that to our house we sold in Dallas where you had to offer 10% over asking to even get a chance.
Houston is a boom bust city. Always has been. Things are a little better now because of the Medical industry and the city's efforts to diversify the economy. Oil still runs things around here and it always will. As such, the city will ride the highs and lows more so than most.
To answer the OP's question: The only way Houston passes Chicago is in city proper population. Its a long way off from having the cultural significance of Chicago or having a similar sized economy or having a similar sized metro area population. I can comfortably say that I feel Houston is more diverse than Chicago though.
As for SF to LA, thats an even further flung comparrison. SF wont match LA's prominance in our lifetime.
In terms of cultural relevance, obviously yes, x1000. LA is probably the greatest cultural exporter on earth. I would say only NYC rivals LA for global cultural exports.
Perhaps but that still is NOT enough to stop San Francisco Bay from surpassing it overall.
Furthermore, LA( or NYC for that matter) has nothing that refutes how in a relatively short amount of time, the Bay Area has literally changed the way mankind communicates, connects to one another and expresses themselves.
LA puts out pop culture diversions, and that's necessary to soften our nation's image abroad, so great.
But you can't deny the gargantuan amount of economic power now radiating from up north, and the Bay Area's unparalleled ability to attract billions of people to consume what we produce.

Your own posted estimates showed that Houston and LA have about the same growth, well within margin of error, so you confirm my whole point. Even homers misusing data and not understanding the Census can't come up with a year where LA isn't the growth leader.
