100% my experience, and I've spent a lot of time in CA due to work. Locals are as nice as anywhere, though they tend to be a bit sheltered and oblivious at times. Transplants, specifically CA transplants, are the worst people I've ever dealt with, and that's saying a lot.
I love California nature, and find the state and its locals/history to be fascinating. The transplants, however, are the worst people in the country, and it can really be an issue.
Even living in Milwaukee, and having a lot of experience in Detroit, Cleveland, sketchy areas of Chicago, etc., vast sections of St Louis got my danger danger vibe going over the years. It seems like it's taking longer for it to see some of the positive changes most other old "rust belt" (or however you want to label them) cities are in the midst of.
