I guess the question is when do you ever see Philadelphians pressed to be associated with Baltimore. It's not an association that's particularly welcome.
Baltimore, on the other hand, seeks greater association with Philadelphia because it doesn't want to be perceived as Southern. Call Baltimore southern and the first thing you will hear is "Baltimore can't be Southern because it's just like Philly."
That's because being compared to Philadelphia is flattering to Baltimore posters. Being compared to Baltimore is usually insulting to Philly posters.
Your confusing new development with "sunbelt" there's a difference. Uptown Charlotte is more comparable to an Arlington or Silver Spring than to any parts of DC. Because even in many "new" areas being built up in DC like NOMA/ Union Market, it's still surrounded by rougher edges of NE DC and North Capitol street to the west. Downtown DC is almost completely built out and still has patches of old Washington and row house buildings on F street, H Street etc. Charlotte's little epicenter development is nothing like something you would see in Downtown DC in terms of layout that's more like our National Harbor in MD or Atlantic Station in ATL.
Sunbelt cities are typically characterized by an abundance of new development and a clean, sanitized feel. DC feels that way is several respects but Sunbelt cities lack the denser, historic neighborhoods that DC has too. DC truly feels like a South-meets-North city in several respects, especially considering the metro area as a whole. So yeah, I get the Sunbelt characterization.

Burt Young, who played Paulie, is from Queens. Talia Shire (Adrian) is from Long Island. Meredith Burgess (Mick) was from Cleveland. Neither Burt Young nor Talia Shire sound like New Yorkers to me, though. Their accents in the movies and in real life aren't as obvious as, say, Drea de Matteo's (Adrianna from the Sopranos).
Sly was born in NYC and lived in DC before moving to Philly at 9 years of age.
