I concur completely about NE, NW and SW Philly. But those neigborhoods you mentioned are technically North Philly, but they're all at the lower fringes, relatively close to Center City, and are gentrified/gentrifying. I think it's Upper North Philly that is in the discussion here. Since you're way more of a local than I, though, feel free to correct me if I'm wrong about that part of the city being ignored.
Yeah-I do agree about Upper North Philly, probably even including relatively ok neighborhoods all the way up like Olney, East Oak Lane.
I voted for North Philly. During my time there, it was taken for granted among people I knew that it should be avoided.
In Chicago, I think it is the Southwest Side, rather than the South Side as a whole, that gets ignored and overlooked. It is mostly residential and industrial. Basically, if you don't live or work there, you have no reason to go there. Chicago's Wikitravel entry admits there's not a lot in the way of attractions:

There are the outer SW neighborhoods that are middle class as well. Some are predominately White or are mixed/integrated, which isn't what people think in regards to the South or West sides of Chicago.

I voted for North Philly...I would replace South (central) LA with East LA. USC is in what is considered south LA and it's close to South Central LA and a good amount of students rent homes there, the expo line runs right through it and you see all types of people getting on and off at the South LA/South Central stops. Plus, it's sort of been glorified in rap songs and by famous people who grew up in the area. The area has a lot of history that is important to LA too. East LA might as well be in another state. It's extremely isolated, and no one (that I know) ever really speaks about the area...nor does it look like it's getting gentrified anytime soon.
Not only is East LA being gentrified, they've been in the news for fighting it. Google "East LA gentrification".
WEST Side of Chicago. The South Side has University of Chicago and The White Sox. Chinatown and hipster haven, Pilsen are on the South Side.
The South Side, esp South Loop, have been redeveloping for the last few decades-- lots of apartment mid/high rises and town houses. Also further south, Hyde Park, surrounding the University of Chicago campus on its north and east sides, and neighboring Kenwood (where the Obama's FT home is located) has been a strong South Side enclave since it was developed in the 1890s. There are some really fine/expensive homes there as well as thriving business districts near the lake and in/around the Metra Electric train stations.
