I'm sure Austin, Atlanta, and Nashville are leading the pack here. I'm only familiar with what's going on in Atlanta and Tech Square in Midtown in particular (near GA Tech's campus) is absolutely booming right now, and the vast majority of redevelopment in downtown Atlanta has been spearheaded by Georgia State.
Charlotte is relatively weak on the higher ed front so there's not quite as much going on there as in the other cities, but there have been a few projects associated with its colleges and universities such as UNC-Charlotte Center City building and new development on the campus of Central Piedmont Community College just outside of Uptown (the new streetcar line runs to the campus and will be extended westward to the campus of Johnson C. Smith University). There will also be some new development associated with the light rail extension to UNC Charlotte.
Basically all Austin has is U. of Texas in terms of Div. I/II. Nashville has Vanderbilt, TN. St., Belmont, and Lipscomb.
I don't think the combined presence of all of those universities match UT. UT is in the heart of the city. But, Austin also has St. Edwards, Huston-Tillotson, Concordia and Texas St is 45 minutes away.
