Needing advice! Seattle VS. Portland VS. Minneapolis (live, crime rate, compared)

So, I know there are many posts regarding this subject, but many of the reasons why or what they want from these cities are different than what I am wanting.
Seattle has been my dream for the longest time, but many people have said Portland / Minneapolis.
Things I am looking for / interested in
I have dogs, they have a hard time of being allowed into many placed. (Bully breeds)
I do NOT like the heat / humidity.
I like overcast / rainy weather ( why i was drawn to seattle since i was younger)
I want a big city feel, i love the city. I am from Arkansas, and it is the furthest thing from city life.
Public transportation. Big deal to me. Subways / trains / trams / buses that aren't a death trap.
Cycling.
Walking.
Diversity in foods
Not killer expensive.
Not high crime rate.
Activities to do. I live in a town that there is nothing to do at all, so this is important.
I am not huge on hiking / mountains. Maybe because I haven't really tried it, but it isn't important, but not against it.
Reasons against portland -- did research and i was reading it is country like / not big city feel
" " seattle - COL / crime rate
" " Minneapolis - harsh horrible winters
Given the expense of Seattle compared to Arkansas, I have to say this: if you aren't an outdoor aficionado of some sort, then I'm not sure it's worth it to live in either Seattle or Portland. Both places will be significantly more expensive than where you are coming from, and IMO, you really have to have some compelling reason to want to live out here. These places are too expensive for dreamers to wander in any longer.
I dont know too much bout the other stuff but about diversity and food, Seattle and Portland have to be the most least diverse big cities in the country. I think I saw an infographic about diversity saying Portland was the #1 whitest city and Seattle was like #3. Only minorities there are asians and indians and thats cause of all the tech jobs. The lack of diversity also crosses into the food. Seattle nor Portland doesn't really have too much ethnic food, especially when you compare it to a city like Chicago or even Atlanta.
But yeah, if you want diversity, don't come to Seattle and Portland. I dunno bout Minny, haven't visited, but I have heard it has the highest concentration of Northern Europeans in the us, so yeah.
Also, These cities expensive asf. Like amaiunmei said above, it's not affordable, neither of them.
Minneapolis is significantly less expensive than Seattle or Portland. You can still find 1 Br apartments in good neighborhoods for $700 to $800 a month.
But yeah, if you want diversity, don't come to Seattle and Portland. I dunno bout Minny, haven't visited, but I have heard it has the highest concentration of Northern Europeans in the us, so yeah.

Of the three cities (city proper, not metro), Portland is the whitest at 71.1%; Seattle - 66%; and Minneapolis - 59.3% (and St. Paul - 53%).
Go with Seattle if you can live with spending 1,500-2,000 for a 1-bedroom (especially if you're looking for a place that will allow you to have a dog). If you can't meet that price tag, you'll be scrounging around looking for older apartments in less-desirable neighborhoods from private landlords.
