I just realized something. Tucson has the friendliest. El Paso hands down has the absolute rudest people. El Pasoans are pretty mean for the most part. Phoenix is more in the middle.

El Paso wins by miles. Best climate, biggest city, friendly people, no state income tax, mountains close by.
When including both sides of the border the metro is huge, not really sure its bigger than Phoenix but most wont consider it large.
You are ski in less than 2 hours to the north in winters. Large number of foreign air destinations due to the large military presence including a cooperative effort in White Sands NM with Germany, so this area has a great Oktoberfest.
Based on my personal experience El Paso is the friendliest. In 1995 I visited El Paso, talked to some girls at a nightclub and they took me to other clubs and the next day they took me to Mexico. One of the girls even had me meet her family. I never had anything like that happen in any other city.
Phoenix is the friendliest city out of the 3 listed on here. The people are nice and warm in The Valley.
El Paso, ehhh, polite people, but they won't go as far as being only strangers with you for the most part. What I mean is, they will talk to you, but if you want to be friends, they won't do that.
Tucson has some very rude self-centered uncivilized people. However, the small minority who are nice will be friends with you.
Phoenix tops it off on this poll. It has that Texas-Midwestern Friendliness such as holding doors open and strangers helping you and starting a conversation with you. El Paso and Tucson almost tie together, but sadly, Tucson would be last place for friendliness. Kind of felt northeast vibes there from the people.
El Paso consistently comes low in polls because most people have a bad image of it being on the border and have never been there. I have been to all three cities and have lived in El Paso and find it very very friendly. Also a little known fact is that ELP consistently ranks one of the top five safest cities in the nation!
El Paso is ok. Some really nice people. Especially the Amtrak station burrito lady, she rocks. That was back in 2013. I wonder if she's still there?
