Culture: New Mexico (Native American culture, I REALLY got a southwestern feel when I was in NM)
Weather: It depends...I think Arizona has a more diverse climate than NM, no?
Economy: Definitly Arizona
Parks: National parks or city parks? Either way I'd have to think that Arizona would win (especially if you consider golf courses to be parks lol...which most people don't but still).

Figured I would add in a few more variables.
Cost of Living: TIE (Arizona used to be the cheaper one but it's steadily rising, ABQ's twin, Tucson however, is significantly cheaper than ABQ. Santa Fe is incredibly expensive and matches Sedona which I believe is Santa Fe's closest option here in Arizona. Phoenix about matches average COL for the nation, which is about where ABQ falls so it sort of matters on where you are looking. Outside of ABQ and SF I imagine NM is dirt cheap just like the rural parts of Arizona).
Politics: New Mexico (Arizona just approved to raise minimum wage but not weed legalization, however we did just kick out Arpaio so we aren't too bad)
Transportation Infrastructure (Cars): Arizona

Ecology/scenery diversity: Arizona
Cuisine: New Mexico

Education: Maybe NM, not sure on this one

cities, the "tie breaker".

I really liked my time in Santa Fe, didn't spend much time in ABQ but based on what I've read and heard it's very close to Tucson which is where I have lived the past few years. If that's true then ABQ can be improved a lot, most of which falls under economic issues. If Tucson had a good economy it'd be a great city, ABQ does better here but for the major city of a state it should be a lot better. It should be noted that even though on all economic tests New Mexico performs worse than Arizona, I do think New Mexico's economy is more diverse. For an example New Mexico has dedicated science and research facilities and O&G industry which are nonexistent in Arizona (by any significant degree). Arizona's economy is like 99% in Phoenix while New Mexico's is much more evenly spread which is something to note.

Im in Scottsdale, and here's my take:
Cities? AZ. By far. However, my fave city in the US (Santa Fe) resides in NM.
Nature: Tie. Both are similar in many ways.
Culture: NM by a million miles.
Weather: NM by a million miles.
Economy: AZ
Parks: city or national? I'd rate this as a tie.
