Interesting comparison. Both of these areas are among the lowest income areas in each city. Both have also been become more gentrified over the past recent decades.
That being said, as to your criteria:
Walkability/Public transportation: Light rail serves both from a distance. Neither are immediate to those districts, but are close.
Safety: Both are mostly safe, but perhaps the least safe within the respective cities.
Culture: Not sure here, but the Seattle central is closer to downtown than NE Portland is to downtown Portland.
Education: Seattle University is very close to the Central district.
Affordability: Both suck here, but Seatle sucks worse
Park/Greenspace: Portland has several smaller parks in NE, but Seattle Central is close to many Lake Washington-centric parks, like Leschi, Frink, and Colman, all large parks.
