A capitol like Sacramento only exists as the capital and does not fit the criteria of major financial center or institution of higher learning. Capitols like Columbus, Madison or Austin much more fit the bill.
Sacramento isn't a city with a rich, university system but you can't convince me that Columbus and Madison are a more important capital city than Sacramento, which is the West Coast version of Washington DC from a political significance.. Even from a city to city standpoint, Sac is bigger than those cities combined.
Austin has a huge University and several small universities all within the city limits, also, a large state university in the metro area. A vibrant and youthful population, 2nd largest state capital city in the nation, one of the fastest growing cities metro areas in the country, the best Americana music city in the country, lots of outdoor recreation, lakes, scenic hills and views, some of the coolest festivals in the country, the best Tex-Mex restaraunts, the best bbq. Austin, as a city, has really got it going on. In Austin, the future is so bright that most of the people have to wear shades.
Glad someone mentioned Montpelier, perhaps the only capital small town in the U.S. (though I hear Frankfort, Kentucky, may qualify). It's at least the only state capital where I've ever seen a bunch of teenage girls ride their bikes up to a drugstore in the middle of the downtown, lean them against the wall and walk away without locking them up.
Don't forget Pierre, SD. That looks super small as heck, when I looked up that city on a map! Later looked its Census data up, and I couldn't believe how small that was. Pierre has to be one of the very smallest state capitols in population I can think of, if not the smallest in the whole U.S. Juneau, Alaska would have to be among the smallest capitols in population, too.
Last year I went to Frankfort briefly(since we toured Buffalo Trace Distillery), and that city felt very small to me. I didn't experience it long enough to form any positive or negative opinion, but it looked really small to me. Not sure if I'd want to live there if I had to live in KY, but that's just me. It's always possible I didn't see some of the nicer and more desirable parts of that city, since I only did a brief trip into that city to see Buffalo Trace. From Census data I'd seen(and I forget, since I hadn't looked at that data in a while), it's probably similar to the size of Montpelier, or Jeff City.
And man, this is a loaded question as to my very favorite state capitol! It's probably close between Madison, Indy, Nashville, St. Paul, and Atlanta for me. And as for Springfield, IL while it isn't my favorite one for sure, I did like some of the local bars and restaurants there. And from what I vaguely remember from going to Tallahassee years ago when I passed through there years ago, not much stood out about that city other than the fact Florida State's college campus is there. I'm reluctant to cast a vote for now, since at the moment it's too hard for me to decide! Go figure.
Speaking of this topic, I really want to revisit St. Paul one of these days. And I dunno why, but as someone who has family relatives in Virginia(on my mom's side), I've always wanted to visit Richmond for once. Not sure why, but I'm also mildly curious to visit Little Rock. Have a friend in Des Moines, so I wouldn't be opposed to doing a visit there someday. And I'd also like to visit Columbus, OH someday.

It's always possible I didn't see some of the nicer and more desirable parts of that city, since I only did a brief trip into that city to see Buffalo Trace.
