Knoxville being one of the more unappealing places I've ever seen, I'd have to go with New Hampshire, especially when raising a family is a concern. Just the difference in crime would be enough tip those scales. Knoxville has problems in that department. New Hampshire, along with the rest of northern New England is in one of the safest, if not the safest, regions in the country.
Well, that's quite a plus. Seems like New Hampshire ranks among the best, if not THE best, for practically anything: safety, education, freedom, economy, health indicators, etc. Whereas Tennessee looks like it ranks in the bottom 5 or 10 for all of those same indicators.
