Knoxville being one of the more unappealing places I've ever seen, I'd have to go with New Hampshire, especially when raising a family is a concern. Just the difference in crime would be enough tip those scales. Knoxville has problems in that department. New Hampshire, along with the rest of northern New England is in one of the safest, if not the safest, regions in the country.

It's true that opioids are becoming a big problem everywhere in the US I think. I've heard it's extra bad in New England.

My feeling is that not many can compete with Tennessee when it comes to drug problems though, although that may only pertain to meth:
