Keep an eye on Richmond's new mayor Levar Stoney. When he becomes more polished, he will be going places.
He's young, a bit of a hipster, good looking, has a good story, won in a surprising upset and has the backing of Virginia's political and business elites.
I don't see the next "leader" coming from one of the cities listed. Too much legacy baggage with all of these places. Look for them to come from a place with fresh (realitivly) ideas and management styles (Denver perhaps?).
i think the next quote-unquote black leader that will have the next legitimate presidential run will be either corey booker or duval patrick; so that would be either newark, nj or boston respectively.

So, Ithaca NY may be one of those underrated, not thought of cities in this regard.
