The ROC due to its location/proximity to other cities/outdoor amenities, affordability, culture/diversity and its mix of white and blue collar. I believe it has the highest educational attainment out of the cities/areas on the list as well.

I agree with you on choosing Rochester. My SO is from there so I visit quite a bit and was pleasantly surprised my first few visits. A very educated workforce, cultural amenities, very affordable, leafy gorgeous neighborhoods, Lake Ontario and the Finger Lakes are just a short drive away, and 4 distinct seasons makes it one of my favorite cities.
I'd go with Fort Worth; one of the fastest growing cities in the US. Great location, Affordable, Blue Collar, Conservative, Not many hipsters, Laid back, Great weather. If you're looking for 4 seasons Grand Rapids, the fastest growing city in the US GDP wise, also fits the bill.

Fort Worth: Growing Metro Area, Great Economy, Big City Amenities (sporting, diversity, etc.)
Kansas City: Character Filled Midwestern City, Cheap COL, Good Amenities
Wilmington: Historic, Beach Town
Rochester: Underrated NE City, Low COL, Easy Access to Beautiful Waterfalls/Other Scenery, Location
Providence: Right next to Boston, Rugged Coastal Charm Nearby, Mountains Somewhat Nearby
Grand Rapids: Clean, pleasant Midwestern City, Lake Michigan and Chicago proximity, COL
Louisville: Unique feel (Midwest meets south, near Mammoth Cave, Bourbon, Horse Racing)
My top 3 out of these? Probably 1. Providence, 2. Kansas City, 3. Rochester (not a knock on other cities, just more the speed of what I like).
